This video shows the location of all 10 Silver Medals and how to get to each one in Shadow's Crisis City level. If you want to collect every Silver Medal but you're stuck in some places, then you're in luck! I'll eventually upload a video of every level in the game. Silver Medal Count:
2 Silver Medals in the first section (The Flames)
3 Silver Medals in the second section (Skyscraper)
1 Silver Medal in the third section (Whirlwind)
4 Silver Medals in the last section (Tornado)
TIP: Using Chaos Spear to stop yourself in the air is useful for finding and positioning yourself over Silver Medals, like #3.
