This is Former Hell theme
name "Walking the Streets of a Former Hell"
from Touhou 17.5 "水没した沈愁地獄 (Sunken Fossil World)".

This one is really good, and a part of this is also in 17.5 Yuugi's theme as well, which compliments Yuugi's theme even further because it fits so well in there.
Also, where are these hot springs in Touhou 11 stage 3. We didn't see them.
