You need to reach the "Ashina is burning" portion of the story, which is at the very end of the game.
-Simply to go to Upper Tower - Antechamber idol and kill the enemy there, resetting with resting. The first time you kill it go around the right side of the room and sneak up to them. Then, slice down all of the screens and pots to make repeated farming easier: they will remain broken when you rest.
If you want you can use balloons to up your item intake which earns you more pellets.
-You could use the Outskirts Wall - Stairway farm method, but this is much less effort/can be done while watching Netflix. This method also nets you valuable pellets, which you can now pop like candy in boss fights.
