That's a strategy you can try.
I found this miniboss in a building by accident while trying to find the main story characters to talk to.
He does a lot of damage very fast. He killed me (unbelievable), but if you go full mad mode with axe (no upgrades), he is weak and only attacks you once or twice and you can survive that,. I tested it twice and it worked so there is a 100% succes rate. It just works.
