Within the first half of the Sonic Eraser ROM (and all other Game Toshokan dumps), there exists a modified version of the Sega Game Library BIOS. While it was modified to boot straight into the game, it is possible to boot back into the system BIOS with little modification. Most notably, it uses different branding from the standard BIOS dump available, reading "SEGA NET GAME" instead of "SEGA GAME LIBRARY".
Special thanks to @Katsushimimimi for helping me understand the code better!
