Federal and state investigators for months last year combed Arkansas' voter rolls for noncitizens.
So far, that work appears to have netted two illegal voting convictions. About 1.8 million people are registered to vote in Arkansas.
"An investigator is statistically more likely to be struck by lightning in their lifetime than to uncover a verified case of illegal noncitizen voting," said Elizabeth Bennion, a political science professor at Indiana University South Bend.
