This is the voice of Satou Sasara, a voice for the program CeVIO Creative Studio FREE
(http://cevio.jp) . It's mostly made for talking, but a recent update introduced singing to it's capabilities. The voice is nice and clear (it reminds me of Sinsy a bit) and high quality. The downside is that you can't pitch bend or edit the dynamics at all. Hopefully they'll add these features in the future.
On top of that, the vibrato is all automatic too, and you can't edit it at all. It still sounds pretty good though.
Since I couldn't pitch bend in the program, I just did a few small edits in Melodyne.

If you have free time, I'd definitely suggest giving the program a try. You can't import USTs or VSQs, but you can import MIDIs
