If you use Navi on the same frame you grab the lure and then hit "Use it now" you get the text from Saria's song.
But if you hit "Get rid of it" it lets you talk to Navi.
Essentially the Fishing Lure text acts like the first text box from Saria's song.
Im not exactly sure why this happens but its very interesting and would be good to know why.
