The Definitive Edition of San Andreas has a lot of textures upscaled using AI, these textures were low quality to begin with, and there's simply not enough detail in a lot of the original textures for an AI to upscale well enough, especially on vehicles. Proper Vehicle Textures is a mod brought forward from classic San Andreas, aiming to improve vehicle textures, and turn them from a blurry mess, to something they're at least meant to resemble.
