The fire didn't choose by worth. It chose Usagi. Rei stood behind it anyway - and she's done asking the fire for permission.

"Still Burning" is a dark interpretation for Sailor Mars from Sailor Moon - the guardian who read the princess's death in the fire a hundred times and became the wall, now deciding to stop being the shrine and start being the flame, removing every threat before it arrives so Usagi never has to run again.
