Requirements:
Complete the quest - The Feud

Rune numbers:

Mind = 1
Fire = 2
Body = 3
Air = 4
Death = 5
Water = 6
Chaos = 7
Earth = 8
Law = 9

Guide:

First go to Ali Morrisane located in Al Kharid. Talk to him and he will tell you to go to Aubury in Varrock.

Aubury is located in his runeshop south of the west bank in Varrock. Talk to him and he will give you a package.

Go back to Ali Morrisane with the package and he will have an option for you to open small casket and large casket.

To complete the requirement you need to open both.

Open the small casket by forcing the lock.

Open the large casket by examining the lock and solving the suduko (with the solver or not).

When it's done you're done :)
