Rat catchers quest is one of those quests you need to be patient. You have to help several ppl to get them talk, also hunt rats with kitten or cat and it can take lots of time.
Part where you have to clean mansion from rats can also be little frustrating, because if guard sees you, you get teled out. Just do not hurry and keep eye on those guards movements. If you are using kitten on this quest, you better have food with you all the time.
