Official on the field at a football game repeatedly reviews a play because every time he reviews the play he gets to eat some Ruffles potato chips with dip.
When this commercial was made, video review was rather new (the current form returned to the regular season in 1999). But this gag has been used in a ton of commercials since. Officials intentionally prolonging the game, etc. I don't know why. Maybe it's a cheap way to feature football without having to show any players or the NFL, both of which would demand money.
Ruffles Chip and Dip kits were ruffles chips and some dip in a polyethylene tray. Just roll the top back and go. They are not refrigerated. These kits are still available from Ruffles but are now called "snack kits".
