We return to Avalon to do the Cat Burglar side quest. There are rumors among the townsfolk of thieves who prowl the rooftops and infiltrate houses with vast riches. As Emperor, we can't let a rogue just wander free so we go to investigate. We end up getting the favor of one cute cutpurse who owes us a favor so the Emperor hopes to enlist this spy network to help with the Canal Fortress. There is one task that needs to be taken care of first though.
