Manhunt 2 is a rare misfire from a time when Rockstar could seemingly do no wrong.

Released in 2007, Manhunt 2 faced heavy scrutiny for its violence. While the first Manhunt was dark and twisted, it never really crossed the line of being edgy. Manhunt 2 sadly goes heavy into the edgy direction to the detriment of the game.
Manhunt 2 pushed its focus on violence to the extreme, losing focus on the atmosphere that made the original Manhunt so special.
While Manhunt 2 makes several welcome gameplay improvements, especially to stealth, Manhunt 2 falls well short of what made the first so memorable.
Compared to the first game's sparse story which worked well with what they were going for, Manhunt 2 goes for a more complex narrative that doesn't land in its execution.
While Manhunt 2 does have its moments, it falls short of what they were able to achieve with the first Manhunt. So let's look into why that was the case.
