Here's a quick little cheat you can do in Mednafen to quickly get to Bass. He's really tough since all the chips are pretty much useless against him.
In Mednafen, open the debugger (Alt+D) and create a write breakpoint (Shift+W). Enter BC4 in the box. Get to the top of the ladder and the debugger should pop up. Push the right arrow key to get to the AX register (Accumulator), and push Enter. Type in 0007. Now, switch to hex view (Alt+3) and Go To by pushing G. Enter BC7. At BC7, push Insert and type 0C. Now go back to the debugger (Alt+1) and push R. Exit the debugger window by pushing Alt+D.
You can now fight Bass.
