At the end where I was fighting Palamicia, Prior to last wave -- I stacked up stark True arts to max and kept stacking with SMiyu to boost and amplify his damage.
In order for stark to do heavy damage, you need to be really strategic on how you play him. His kit is not the best of best kits as many would say, but if you are going to use him, you need to find a team that can keep him up and running. I personally think he has a decent kit, whilst not the best, it can still perform. The defense slot goes a long way too.
