I got this for about $33 from a seller on the Irish site DoneDeal.ie. The seller said it fully worked but the head needs to be fixed. Whether they didn't know it was supposed to turn or it got broken during shipping I don't know. The dumb mailman also had shoved it in the mailbox so that could have been it (and yesterday they delivered my Rockin Singing Bass to the neighbors' house across the street and I had to go get it)

Anyway, it sings "Santa Claus is Coming to Town".
