While the Heritage Foundation’s policy initiative is a mixed bag on certain issues, the Democratic Party primarily fears its emphasis on curbing the influence of the unelected federal bureaucracy, also known as the ‘deep state,’ which has been their preferred mechanism for implementing policy in recent years. This anti-bureaucratic push has gained momentum following the Supreme Court's ‘Chevron deference’ decision this past summer, which limited federal agencies' power to effectively rewrite laws without congressional approval or judicial oversight. As a libertarian, Robby takes issue with both the populist elements of Project 2025 and the elitist backlash from Democrats, arguing instead for the decentralization of power to safeguard American freedom.
