Zoe Muller is an 18-year-old runaway from a well-off family who embarks on a journey to cross the border out of the authoritarian nation of Petria. Initially a free spirit with an attitude toward authority, her path changes as she uncovers a classified government file proving her father and President Tyrak were involved in the '86 Peak Collapse disaster that killed many, including her best friend Kaito's sister, Lola.
This discovery galvanizes her to join the Black Brigades, an anti-government resistance group, and she is tasked with getting the incriminating documents across the border. Throughout the game, players encounter Zoe at different points in her journey, making choices that affect her fate and the broader narrative.
