Note: I had an incredibly hard time with this part of the game. I ended up beating it slooooooowly off camera by taking what seemed like FOREVER picking off each bad buy one by one underwater. Getting up just got me shot, but I know others were able to get up, and shoot off a few explosives and jump back in the water. Try to have your explosive arrows pre-selected when you first dive into this section. It also helps if you have an outfit that helps you heal quickly, on - before getting here. I call this underwater sneak and kill the "Otter Pop" it was fun and terribly annoying all at the same time.
