Found this ripper doc, sells immune to burn and shock implants for 12k each, you will need to meet attributes requirement for shock at least. It also sells the chip that will reset all your perk points however the cost is 100k credits. This doesn't not reset attribute points. We will need to look else where. Also make sure you go to the trade tab on top to switch to the item he sells.
