I'm not sure if this is the real variant or not despite other variants existing today, but I found this effect off an old LB video. I then so happened to find another video of the effect, but still unsure if its the right one or not, so I decided to restore this effect today based on video and audio. If theres anybody that knows about this effect, please let me know!

How to make:
(VideoFX)
Flip the video horizontally using Pan/Crop or Dunaj Flip
HSL Adjust:
- Add to hue: 0.429
- Saturation: 2.000
- Luminance: 0.680
(AudioFX)
Pitch Shift: Enable Preserve duration first, Slide the semitone by -12, the change the mode to A17. Repeat the process again.
ExpressFX Chorus: [Sys] Wacky 4.
ExpressFX Graphic EQ: Slide the first gain up to 24.0 dB.
Effect creation date is lost but i think this is from 2015.
