Conspiracy Theory Time: SEGA is calling it Sonic X Shadow Generations because they want to drown out the fan art.
Also, I'm not entirely convinced that the Time Eater is responsible for Shadow's adventure in this game. I could very well be wrong, but something about the chromatic aberration and the whole "Dr. Strange in the Multiverse of Madness" vibes I'm getting when compared to the normal levels in Generations, which are similar to what we saw in the Cyberspace stages in Frontiers, have me thinking.
