The reason is that universe is composed of cycles within cycles within cycles at levels and complexity we may barely be able to perceive. These cycles include large cycles based on smaller cycles. In 1945 at the dawning of the nuclear age none of these countries even existed except for India. At the time India was still a colony of Great Britain. The controversy currently swirling around Irans nuclear program repeats in a new context the controversy surrounding earlier stages of the efforts to prevent the proliferation of nuclear weapons.
