The confirmation of charges hearings against El Hishri at the International Criminal Court from 19 - 21 May, 2026 was “a moment of reckoning” and “a monumental achievement” for survivors, victims, families, communities, NGOs and lawyers alike whose persistence through 15 years of investigation finally saw the beginning of proceedings.

For three days, Khaled Mohamed Ali El Hishri was in the courtroom in The Hague and listened to evidence and arguments relating to 17 counts of crimes against humanity and war crimes which he is alleged to have committed, ordered and overseen as a senior official at Mitiga Prison. This detention complex in Tripoli is where both Libyan nationals and migrants and refugees are illegally held, tortured and enslaved in what has become a detention industry.

In the public gallery sat survivors, showing incredible courage to come and witness this moment as part of their pursuit for justice, knowing they would have to hear and relive harrowing experiences from their past.

ECCHR has submitted two communications to the ICC during the investigation and supports victims to enter proceedings.
