Redstone dust update order in vanilla Minecraft Java Edition 1.16.5.

- 42 block updates per signal strength change
- order of block updates largely depends on the coordinates of the dust block

In the code, neighbor updates are emitted to a specific location or to all six neighbors of some location. In the latter case, that location is colloquially known as a 'notifier'.

The colored boxes show where a neighbor update is given, yellow for block updates, blue for shape updates, and red for comparator updates. The white box is the notifier. And the white outline box is the block that caused that particular neighbor update.
