Allied Mission 5 - Nuclear Pacifism
The Mission is quite hard but if you take a look at the objectives it mentions to get rid of the nuclear threat, therefore you don't have to destroy all units. In my effort to get rid of one of the Nuclear Silos, the game was already completed.
