for fractals SoS is definitely the better choice, but for raids it depends. if your party is very speedy and wants to burst down bosses fast, you should go SoS for more dps above 50% hp and still decent dps below 50%. if your party is very slow and spend a lot of time below 50% hp then i would run Close to Death
edit: also if raid boss has harder phase below 50% hp (like some w7 CMs) then run close to death so you beat that phase faster
