The first half is similar to strats I've done before, but the second half (after the initial crank) is very very different than what I would do if I was allowing a reset after the Ashley cutscene to get rid of the rather large number of enemies in the room. One of the big advantages of keeping all those enemies around is that you literally only have to kill one of the upper level zealots and shoot a runner to slow him down, where's you have to kill quite a few upper level zealots if the bottom floor is more or less empty when Ashley starts cranking. Here are some point by point notes to explain what's going on and why:
You can kill the two shield guys without exiting and reenting, but I like being able to knock down the runner on the right around where I do because it usually results in a better enemy position (and the red zealot position can sometimes be an issue later if you don't exit and reenter). I like to grab the incendiary early on so I don't have to come back for it later, but that's personal preference. The wait/follow bit is to lure out the zealot in the middle right stairwell so he can't grab Ashley as we enter the pressure pad room, and the shot in the air usually ensures that he will run up the stairs instead of walking and turning around and ambushing Leon later. Be careful if the red zealot starts moving before you get to the incendiary, as he can grab Ashley while you do the follow/waits if he's too close. I usually quickly floor him if that happens.
The number of enemies you get in the pressure pad room is a bit random, but it's usually just 1 or 2. The nice thing about this strat is that after you've raised the crank, the red zealot and bald white zealot will run off and you can ALWAYS safely exit the room and grab the grenade like I do. The one thing you need to be careful of is that there is occasionally an enemy around the corner as you approach the stairs, so that's what I'm checking for with the camera.
After raising the crank and exiting the room, reenter, and aggro everyone with follow/wait and wait until they're pretty close before you start running along the side to the crank. Really all you have to do here is to keep them away from Ashley until she's done cranking (this happens WAY sooner on 60 fps, so be mindful if you're on 30). The flash after the stairs come down isn't strictly necessary, but it makes the next section a lot comfier.
Bring Ashley to the right side crank and run to the archer room on the left (MUST BE THIS ROOM!). Occasionally a running will get close enough to you that the door won't close when you enter. If so, turn around and blast him out with the shotty. Make sure that you kill the zealot on the right immediately after shooting the group as running this far onto the balcony means that enemies can enter the room without knocking. Let the enemies open the door and knock everyone back again, then get ready to shoot the runner on the opposite side (you don't have to run that far out onto the balcony for this, and I would suggest staying close to the door so enemies will have to knock to open, buying you more time.
After stopping the runner, try to get close enough to the door so that it remains open after you shoot. It's REALLY dangerous to either just throw a grenade as the door opens or to open the door and throw it because of the scythe throwers. Keeping the door open ensures that you can stun then before throwing the nade, and also allows you to clump everyone up so almost everyone dies in the blast. After the grenade, mop up whoever is left w/ an incendiary or however you see fit. Easy!

Sometimes you dont get second phase RNG as nice as this, but life is still pretty easy with glintblade phalanx. You just have to MAKE SURE that all 4 blades have landed each time, and that there hasnt been too long a delay since the last hit.
