Ramlethal Valentine is Broken in GGST 2.0. Guilty gear strive came out swinging with season 5. The balance is great for the most part with a few outlying characters. Ramlethal is one of them as this sword swinging menace is beyond strong. Shee doesn't break guilty gear but he is a very strong character in the tier list.
