It is common in both harness and flat race training to tie horses to moving vehicles. This is reportedly most frequent in country training, where riders are harder to come by.

The horse has no way of stopping if they are feeling pain or exhaustion.
There is also no way of knowing how many horses are injured or killed from the use of joggers or direct car tethering, as racing authorities rarely report on injuries and deaths caused in training.

Racing NSW banned the practice on NSW racetracks in 2017 however it may still continue on private properties, in NSW harness race training and across the two racing codes in other states.
