In a bowl, mix all the dry ingredients: flour, baking powder, baking soda, salt, and sugar. Sieve the flour to ensure even mixing. Add oil and yogurt to the flour mixture and mix well, then add milk as needed to form a soft dough. The dough should be soft but not sticky. Knead the dough until smooth and pliable, cover it, and let it rest for about 2 hours.

After resting, knead the dough for a few seconds and divide it into four equal parts, shaping them into patties. Press each patty into dry flour from both sides and roll it into a 6-inch circle, adding more dry flour if the dough starts to stick to the rolling pin or surface.

Heat an iron skillet on medium heat until moderately hot, then wipe it with a few drops of oil. Place a kulcha on the skillet, sprinkle a few drops of water on it, and then sprinkle nigella seeds and cilantro while it's still wet, pressing them lightly with a spatula. When the kulcha starts to change color and bubble, flip it over. Once golden brown spots appear, wait about a minute and flip it again. Ensure both sides have golden brown spots, but do not cook on high heat to avoid undercooking.

Kulcha is ready to serve. Butter it before serving.

Notes: Traditionally, kulchas are served with Punjabi chole or any rich gravy-based dish like palak paneer or dal makhani.
