PSO2 is a F2P Online RPG produced by SEGA and available in Japan only. There's nothing in the ToS to stop western players enjoying the game, just keep in mind that the game is Japan exclusive so don't expect them to cater to you
English Fan-Patches do exist, as you can see here, but use at your own risk - Editing the game files IS against the ToS.
