This is a commercial for the now defunct HDLoader. The HDLoader was the first software for the PS2 that allowed a person to put in their own hard drive, install the HDLoader software, and copy their games over to the HDD for faster load times. It works quite well and some games are so much better with it.
Such as Leisure Suit Larry: Magna Cum Laude, Resident Evil: Outbreak File 1 and File 2, Resident Evil 4, and any other games with long load times.
