Did the campaign on Medium and decided to try on Hard after reading about it on the Steam forums; Victim rescue is known to be difficult and tight on time, here's how I did it.

Apartment layout: 2 floors, each with 3 units. 2 of the unit entrances are near the stairs. The middle one is at the end of the corridor. The middle unit can also be reached from the other unit closer to the firetrucks via a weak wall (axe). The left unit on second floor can be reached via ladder, while the third floor only has the entrance, requiring the fire to put out.

5 victims on third floor, 3 on second. The third floor is of higher priority. An axe on the weak wall can connect two of the apartment units together. It helps to have one crew fight the fire on the first unit I entered as it spreads quickly.

After getting the victims out of harm's way, I went for the gas valves and electricity panels before cleaning up.
