So this goes all the way back to the original texture based Project Outsider release. In that game Akuma was the final boss of the best World Champion branch in place of Andre the Giant. I pretty much made him a mix between a martial artist and a dirty heel along with hacked hair, a hacked hadoken, and Bobby Heenan as a manager.

Moving on to when I started releasing the game as a rom hack, I had trouble with the hair hack, so I just changed him to Ryu, took out all the rulebreaker style moves, and had his as a regular character with Jo Amon taking the place of final boss.
Come to this release with a better roster, I was able to add him back in, but something popped into my mind. I played Evil Ryu in Street Fighter Alpha 2 when that arcade machine came out. In the official canon Ryu falls under the dark energy that overfell Akuma. The game was out in 1996 when the nWo in WCW was in it's first year, and there were a ton of people joining, so it was my head canon that this was nWo Ryu. Kinda felt it made sense to add him as an unlockable character in this latest release.
Also, the Evil Ryu outfit here is kind of official. In Power Rangers: Battle for the Grid fighting game he had a special "Class of 93" outfit smilar to this.
