I found there's a modding community for the Sonic 06 revival fan game "Project 06". All the mods featured in this video can be found on the GameBanana website. The main mod I'm showcasing here is the Character Select Mod, where we can swap between characters with the press of the down d button, or down d + RT. There are a few mod levels shown here as well, but most of the mod levels are pretty bad, so I focused on main game levels.
The mod is neat, but since the levels are built around 1 character in mind, it makes it impossible to get through the levels without constantly needing to swap between characters. I mostly stick with playing as Blaze, Amy, and Tails, but I make sure to try out the other characters every once in a while.
Since Sonic and Shadow's levels rely too much on segments that require homing attacks, vehicles, or speed sections that other characters aren't built around, this mod works best for Silver's gameplay, though you will have to swap to Silver to progress many times, but since his gameplay is slower, it makes it easier to give you time to swap between characters.
