This was supposedly the filming location for the "deja vu" scene in The Matrix. The Location is The Westin Hotel at Martin Place in the downtown Sydney Business District.
However, a quick view of the film shows it to not be the case as the two staircases do not match up.
In the film, the wraparound to the second flight of stairs has steps and a change in elevation, whereas here, it is a level floor.
Additionally, the wraparound consists of two rounded off 90 degree turns, whereas this staircase uses one 180 degree wrap connecting the first and second flight.
What is more likely, is that the production team used castings of the ornate bannister to build a staircase on a soundstage somewhere else.
