Carriable portable light without Optifine!
Here's a neat way to have your handheld torch light up the area.

It's one command with a cleanup pre-command.

1) repeat bottom block
execute as @p at @s run fill ~-1 ~ ~-1 ~1 ~3 ~1 air replace light
2) chain top block
execute as @p at @s if entity @s[nbt={Inventory:[{Slot:-106b,id:"minecraft:torch"}]}] run fill ~ ~1 ~ ~ ~1 ~ light[level=14] replace air
