Police Chase Down - also known as Saikyou! Shiro Biking - Security Police (Simple 2000 Ultimate Series Vol. 7) in Japan.
Entertaining for a few missions but gets boring fast. Beating it unlocks hard mode which changes the limousine into a weird pink car.

Played on the Playstation 2, captured in 480i and upscaled for best possible YouTube quality.
Technical details: This is the PAL version of the game forced to run at 60hz for proper speed and no borders.
