You cannot buffer most inputs during the freeze an opponent's Burst Attack or Support.
Actions that require you to hold and release a button are exceptions, and the window is pretty generous.
However, an input pressed on the same frame the freeze ends will register on the first possible frame.
You can mash before the end and just hope for the best, but it isn't a reliable method.
However, there is an option select that makes it safe to attempt. If you are in the neutral position during the freeze, you can hold Block while pressing an invincible command. The other inputs take priority over Block, and if your timing is off, you'll just block instead.
