During the cutscene at the beginning of a Burst Attack, you cannot buffer any inputs. However, Burst Attacks have a very short amount of time after the cutscene where you can use an invincible option to bypass the Burst Attack.
For Weavile, Agility allows you to go through the Burst Attack of Charizard, Gardevoir, Braixen, and Chandelure. This works in both Field Phase and Duel Phase. Other characters may have something similar, but I don't currently know them well enough to tell you.
