This is for if you've already fought the trainers you'd use for this glitch in Cerulean City, but want another way.
INSTRUCTIONS
1. Get a pokemon with a Special stat of 21. For this video, I used a Level 23 Pidgey.
2. Be sure not to fight the Gambler trainer on Route 8 (west of Lavender Town) shown in this video, until you are ready to do the glitch. Also be sure to keep another trainer near Fuschia City available to battle when it's time to do the glitch.
3. Get above the gambler trainer as shown, so that he is out of your line of sight and save.
4. Move down and immediately press start before his ! speech bubble comes up. Navigate the menu and Fly to Fuschia. If you do it right, his ! should come out before you Fly, but the battle will not initiate.
5. You will now be unable to use the A, B or Start buttons. To re-enable them, battle any trainer. MAKE SURE not to walk a tile in front of them, or talk to them. They must walk over to you, or the game will freeze. Make sure your pokemon with 21 special does not level up.
6. Navigate to Route 15, west of Fuchsia City. Walk around the grass until you encounter a Ditto.
7. Allow the Ditto to copy your Pokemon with a 21 Special stat. End the battle however you please (KO, run, whirlwind, etc). Be sure to avoid any other battles after fighting the Ditto.
8. Fly back to Lavender down, and go west towards Route 8. The start menu will come up. Close it and a battle will initiate. If all goes well, this battle should be against Mew.
Note: If playing Pokemon Yellow, the process is a little different. In Yellow, Ditto can only be found in the bottom floor of the Pokemon Mansion on Cinnabar Island, or in the Cerulean Cave. Otherwise, it is the same. Once you encounter the Ditto in either location, use an Escape Rope to leave the mansion/cave, then Fly back to Lavender Town, to ensure no other encounters occur.
