To evolve your starters. First you have to make sure you have beaten the entire game. AKA, you must defeat Darkrai since he is the final boss. After that, you will start off again at your team base as the cliff, with Cresselia up the stairs looking out to the ocean. Talk to her, and she will offer to join your team, say "yes" of course. Then head on over to Spacial Rift where Palkia is. Yes, you have to go through many floors again so bring some helpful items with you. Once you reach Palkia, you have to defeat him again. After you defeated him, it will also offer to join your team. Don't worry, Palkia joining your team is a absolute 100% when you beat him. As what I'm saying, allow Palkia to be on your team.
Now, all you need is Manaphy to come back to you. For this to happen, you have to do three days of random pokemon missions, (I don't think Sentry Duty will work) for Manaphy to come back. The event will activate when Chatot runs to you at the cliff telling you that Manaphy as returned. I advise you to get tissues because I cried when Manaphy came back. Manaphy will then offer to be on your team. You better say "Yes."
There you go! You have access to evolve, so head on over to the spring!
You don't need Dialga to evolve.

Edit June 24 2008: People are saying like "How do you evolve Munchlax" Well to evolve Munchlax, You need to raise its IQ to 2 Full Stars, So eat those gummis

Edit June 25 2008: Now people are saying "How to evolve Riolu to Lucario" Well to evovle riolu, you must have a item called the "sun ribbon" and have its IQ to 1 full star or 1 1/2 stars

People are saying how to evolve Pikachu, You need a item called the "Thunderstone" to evolve, I don't know where to get one of those, try going to the shop everyday or something

Edit February 22 2009: If you people still don't get it, just don't make a stupid comment saying "THIS IS WRONG" or "I DON'T GET IT!" Either read the description CAREFULLY! Or get help from google. I don't have time for all these complains.

Edit March 7th 2010: I don't know if this is true but, Sky doesn't require Palkia to be recruited. So to sum it up, for you playing Sky, beat Darkrai and get Manaphy on your team.
