Plusle is really strong in this game. You are given it at lvl 13, but it gains 1.5x XP so if you strap on the EXP share and then do some Mt Battle it gets good fast. All its best moves are from level up and the TM for rain dance is a reward for beating the first colosseum if you want to go that route. I paired it with Croconaw/Feraligatr most of the game until I got Suicune.
