When a lack of technical understanding meets a lack of gameplay understanding they make a terrible offspring, the unholy child born from that union happens to be Quarantine for Half-Life.
I think this is supposed to be like a "zombies have overrun research base" yadda yadda but the lack of understanding in all aspects that would make it even remotely good has shot any chance of it being worthwhile.
Every time it manages to do something decent it immediately falls back down the stairs.
