The Hygger 099-L filter is a well made, sensible filter which is easy to upgrade with minimal effort and minimal extra cost. It is also very affordable too - especially on Amazon.
Due to the limited space for filter media I'd recommend it for between 37.5 litres (heavy stock) to 75 litres (normal stock) or 9.9 US gallons (heavy stock) to 19.74 US gallons (normal stock) tank if you want to achieve a full cycle (not half a job).
If you are watching videos from YouTube channels claiming that their water is prefect and they are doing 80% water changes per week to keep the water 'right' then their filter(s) are DEAD (see below).

Reccomended Biohome media amounts to achieve a full cycle (0,0,0):
Normally stocked tank (e.g. community tank with a few plants) = 1kg per 100 litres (2.2 lbs per 26 US gallons).
Heavily stocked tank (e.g. cichlid tank) = 2kg per 100 litres (4.4 lbs per 26 US gallons).
As long as you avoid using damaging water conditioners which starve the bacteria in the system by messing with the ammonia, nitrite and nitrate there is no reason why you shouldn't be able to achieve a full cycle (0-5ppm nitrate) when your filter is properly sized and set up well with suitable filter media.
