The FX2 is another very well made filter from Fluval which is only let down by the tiny amount of biological filter media which comes with it.
The Fluval FX2 filter can easily be upgraded by adding 2.5kg (5.5 lbs) of Biohome Ultimate in the 2 trays, making the FX2 suitable for a normally stocked tank up to 250 litres (66 US gallons) or a heavily stocked tank up to 125 litres (33 US gallons) - for a full nitrogen cycle, not half a job.

As long as you avoid using damaging water conditioners which starve the bacteria in the system by messing with the ammonia, nitrite and nitrate there is no reason why you shouldn't be able to achieve a full cycle (0-5ppm nitrate) when your filter is properly sized and set up well with suitable filter media.
