Queensland police acting assistant commissioner Shane Holmes says police are still trying to confirm the identity of the person flying the helicopter and it is unclear whether they had a pilot's licence.

When asked if the police were treating the helicopter as stolen, Holmes said, 'it was an unauthorised flight'. Two guests at the DoubleTree by Hilton hotel, a man in his 80s and a woman in her 70s, were taken to Cairns hospital in a stable condition
